We say that A ≤LR B if every B-random number is A-random. Intuitively this means that if oracle A can identify some patterns on some real γ. In other words. B is at least as good as A for this purpose. We study the structure of the LR degrees globally and locally (i.e., restricted to the computably enumberable degrees) and their relationship with the Turing degrees. Among other results we show that whenever α in not GL₂ the LR degree of (...) α bounds $2^{\aleph _{0}}$ degrees (so that, in particular, there exist LR degrees with uncountably many predecessors) and we give sample results which demonstrate how various techniques from the theory of the c.e. degrees can be used to prove results about the c.e. The strong weak truth table (sw) reducibility was suggested by Downey, Hirschfeldt, and LaForte as a measure of relative randomness, alternative to the Solovay reducibility. It also occurs naturally in proofs in classical computability theory as well as in the recent work of Soare, Nabutovsky, and Weinberger on applications of computability to differential geometry. We study the sw-degrees of c.e. reals and construct a c.e. real which has no random c.e. real (i.e., Ω number) sw-above it.

Imagination: Cross-Cultural Philosophical Analyses is a rare intercultural inquiry into the conceptions and functions of the imagination in contemporary philosophy. We prove a number of results in effective randomness, using methods in which Π⁰₁ classes play an essential role. The results proved include the fact that every PA Turing degree is the join of two random Turing degrees, and the existence of a minimal pair of LR degrees below the LR degree of the halting problem.

We show that in the c.e. weak truth table degrees if b < c then there is an a which contains no hypersimple set and b < a < c. We also show that for every w < c in the c.e. wtt degrees such that w is hypersimple, there is a hypersimple a such that w < a < c. On the other hand, we know that there are intervals which contain no hypersimple set.

Philosophical reflections on journeys and crossings, homes and habitats, have appeared in all major East Asian and Western philosophies. Landscape and travelling first emerged as a key issue in ancient Chinese philosophy, quickly becoming a core concern of Daoism and Confucianism. Yet despite the eminence of such reflections, Landscape and Travelling East and West: A Philosophical Journey is the first academic study to explore these philosophical themes in detail. Individual case studies from esteemed experts consider how philosophical thought about places (...) and journeys have inspired and shaped major intellectual and cultural traditions; how such notions concretely manifested themselves in Chinese art, particularly in the genres of landscape painting and garden architecture. Wisdom and Philosophy: Contemporary and Comparative Approaches questions the nature of the relationship between wisdom and philosophy from an intercultural perspective. Bringing together an international mix of respected philosophers, this volume discusses similarities and differences of Western and Asian pursuits of wisdom and reflects on attempts to combine them. Contributors cover topics such as Confucian ethics, the acquisition of wisdom in pre-Qin literature and anecdotes of stupidity in the classical Chinese tradition, while also addressing contemporary topics such as global Buddhism (...) and analytic metaphysics. Operating universities under pandemic conditions is a complex undertaking. The Artificial University responds to this need. TAU is a configurable, open-source computer simulation of a university using a contact network based on publicly available information about university classes, residences, and activities. This study evaluates health outcomes for an array of interventions and testing protocols in an artificial university of 6,500 students, faculty, and staff. Findings suggest that physical distancing and centralized contact tracing are most effective at reducing infections, but there (...) is a tipping point for compliance below which physical distancing is less effective. If student compliance is anything short of high, it helps to have separate buildings for quarantining infected students, thereby gracefully increasing compliance. Hybrid in-person and online classes and closing fitness centers do not significantly change cumulative infections but do significantly decrease the number of the infected at any given time, indicating strategies for “flattening the curve” to protect limited resources. Supplementing physical distancing with centralized contact tracing decreases infected individuals by an additional 14%; boosting frequency of testing for student-facing staff yields a further 7% decrease. A trade-off exists between increasing the sheer number of infection tests and targeting testing for key nodes in the contact network. There are significant advantages to getting and acting on test results quickly. The costs and benefits to universities of these findings are discussed. Artificial universities can be an important decision support tool for universities, generating useful policy insights into the challenges of operating universities under pandemic conditions. In a series of papers, Schwitzgebel has attempted to revive the dispositionalist account of belief by tweaking it a little and claiming a previously unconsidered advantage over representationalism. The tweaks are to include phenomenal and cognitive responses, in addition to overt behaviour, in the manifestations of a given belief; and to soften the account of dispositions by allowing for dispositional stereotypes. The alleged advantage is that dispositionalism can deal with what Schwitzgebel calls cases of in‐between belief, whereas representationalism cannot. In (...) this paper we argue that Schwitzgebel's attempted improvements do not succeed and that, as an account of belief, dispositionalism is seen to be unsatisfactory. The case for this verdict also enables the representationalist position to be enhanced by drawing attention to the diversity of formats in which beliefs are stored. (shrink)

A present-day continuation of the philosophical narrative presented in G.W.F. Hegel's Phenomenology of Spirit that confronts every major post-Hegelian philosophical position and arrives at an original reconception of the purpose of dialectical phenomenology.

We show that there exists a real α such that, for all reals β, if α is linear reducible to β then β≤Tα. In fact, every random real satisfies this quasi-maximality property. As a corollary we may conclude that there exists no ℓ-complete Δ2 real. Upon realizing that quasi-maximality does not characterize the random reals–there exist reals which are not random but which are of quasi-maximal ℓ-degree–it is then natural to ask whether maximality could provide such a characterization. PurposeTo use the power of knowledge acquisition and machine learning in the development of a collaborative computer classification system based on the features of age-related macular degeneration (AMD).MethodsA vocabulary was acquired from four AMD experts who examined 100 ophthalmoscopic images. The vocabulary was analyzed, hierarchically structured, and incorporated into a collaborative computer classification system called IDOCS. Using this system, three of the experts examined images from a second set of digital images compiled from more than 1000 patients with AMD. Images (...) were annotated, and features were identified and defined. Decision trees, a machine learning method, were trained on the data collected and used to extract patterns. Interrelationships between the data from the different clinicians were investigated.ResultsSix drusen classes in the structured vocabulary were largely sufficient to describe all the identified features. The decision trees classified the data with 76.86% to 88.5% accuracy and distilled patterns in the form of hierarchical trees composed of 5 to 15 nodes. Experts were largely consistent in their characterization of soft, and to a lesser extent, hard drusen, but diverge in definition of other drusen. Size and crystalline morphology were the main determinants of drusen type across all experts.ConclusionsMachine learning is a powerful tool for the characterization of disease phenotypes. The creation of a defined feature set for AMD will facilitate the development of an IDOCS-based classification system. (shrink)

The galvanising purpose of Federation was the creation of the Commonwealth and the distribution of power between it and the former colonies, simultaneously elevated to Statehood. But beyond this simple fact, consensus about Australian federalism has traditionally been elusive and is, if anything, only increasingly so. While the contemporary political debate over federal reform proceeds from a shared sense that our existing arrangements have manifest shortcomings, there is far from unanimity as to which of its particular features are strengths, and (...) which are deficiencies. The structure of this paper is as follows. In Part II, the range of understandings as to the character of the federal relationship between Australian governments is canvassed. Consideration is given to the views of the Constitution’s Framers and commentators, but most centrally to members of the High Court since these have brought about great change in federal arrangements. The significance of the Court’s marked preference for adhering only to constitutional structure and its inability or unwillingness to develop ‘a federal jurisprudence’ is examined in two respects. First, the effect of the Court’s arid Engineers’ Case methodology has been to reject any suggestion that fidelity to a concept of ‘federal balance’ is consistent with both the contents and purpose of the Constitution and also the principles of divided government. Particular consideration is given to the limitations of a commitment to federalism in only a structural sense, as revealed by the judicial reasons of the majority and dissenting judges in the recent case of New South Wales v Commonwealth. Second, the tension between competing assumptions of the kind of federal system established by the Commonwealth Constitution has produced an unstable and uncertain environment for the development of cooperative schemes between the Commonwealth and States. In Part III we consider how an attempt to ‘constitutionalise’ the relationship between the tiers of government as one underpinned by cooperation and respect would impact on the Court’s approach. Drawing on foreign constitutions, and adapting these in light of Australia’s politico-legal conditions and history, we suggest how a commitment to cooperative federalism might best be shaped for possible inclusion in the Commonwealth Constitution. In a recent discussion about how scientific knowledge might potentially change our understanding of the nature and extent of human genetic, cultural, or biological variation, the sociologist David Skinner identified two competing visions of the future: one that was decidedly dystopian, which conjured up a “re-racialized” future, and an opposing utopian future in which the potential for racialized thinking might be finally overcome. We can situate the ongoing debates about the congestive heart failure drug BiDil, approved by the Food and (...) Drug Administration for use only by African Americans, in relation to these differing future prospects.When the FDA announced its approval of BiDil in June 2005, it located the drug, and perhaps the future of pharmaceutical development, within a particular vision of the future, heralding BiDil as “representing a step toward the promise of personalized medicine.” The discourse of “personalized medicine” can be characterized as part of a utopian future, one in which clinicians will be able to make increasingly individualized decisions based on each patient’s genetic makeup so that the drugs they take will be those that work best for them. The transplant community has faced unprecedented challenges balancing risks of performing living donor transplants during the COVID-19 pandemic with harms of temporarily suspending these procedures. Decisions regarding postponement of living donation stem from its designation as an elective procedure, this despite that the Centers for Medicare and Medicaid Services categorise transplant procedures as tier 3b (high medical urgency—do not postpone). In times of severe resource constraints, health systems may be operating under crisis or contingency standards of care. In this manuscript, (...) the United Network for Organ Sharing Ethics Workgroup explores prioritisation of living donation where health systems operate under contingency standards of care and provide a framework with recommendations to the transplant community on how to approach living donation in these circumstances.To guide the transplant community in future decisions, this analysis suggests that: (1) living donor transplants represent an important option for individuals with end-stage liver and kidney disease and should not be suspended uniformly under contingency standards, (2) exposure risk to SARS-CoV-2 should be balanced with other risks, such as exposure risks at dialysis centres. Because many of these risks are not quantifiable, donors and recipients should be included in discussions on what constitutes acceptable risk, (3) transplant hospitals should strive to maintain a critical transplant workforce and avoid diverting expertise, which could negatively impact patient preparedness for transplant, (4) transplant hospitals should consider implementing protocols to ensure early detection of SARS-CoV-2 infections and discuss these measures with donors and recipients in a process of shared decision-making. The paper emerges from an Editors' Collective, a small New Zealand-based organisation comprised of editors and reviewers of academic journals mostly in the fields of education and philosophy. The evolution of a single trapped ion exhibiting intermittent fluorescence and dark periods may be described either as a continuous process, using differential rate equations, or discretely, as a Markov process. The latter models the atom as making instantaneous transitions from one energy eigenstate to another, and is open to the objection that superpositions of energy states will form which are not covered by the Markov process. The superposition objection is replied to, and two new mathematical elements, Markov vectors and (...) Markov matrices, are proposed as additions to quantum theory. The paper concludes by attributing the cause of dark periods in the ion's history to instantaneous transitions in the ion itself, rather than to photon detection or other components of measurement.
